Continuing Phelps drug arrests snag Rolla man on Fort Leonard Wood
PULASKI COUNTY, Mo. (Aug. 13, 2009) — An ongoing drug roundup in Phelps County resulted in the midday Thursday arrest of a Rolla man while he was on Fort Leonard Wood.

According to Sheriff J.B. King, state troopers asked for his assistance with the arrest of David Dukes, 27, of Rolla, who was wanted on a Phelps County warrant for distribution, delivery, manufacture or possession of a controlled substance. Dukes was located on Fort Leonard Wood but agreed to surrender to military personnel who then transferred custody to Pulaski County deputies. After his 12:02 p.m. arrest, Dukes was later transferred to the Phelps County Jail where, according to state patrol reports, he was eligible for bond.

King said he believes Dukes is a military dependant and not on active duty. The drug violations with which he has been charged happened in Phelps County, not on Fort Leonard Wood, King said.

Dukes’ arrest was one of more than two dozen on Thursday, according to a state patrol press release, and follows up on 71 arrests made in two previous roundups on July 27 and Aug. 7. In the three drug roundups, members of the South Central Drug Task Force arrested people believed to be involved in drug activity following an 18-month covert investigation by a number of different agencies including the state patrol, Phelps County Sheriff’s Department, Rolla Police Department and United States Forest Service.

The July 27 arrests netted 44 people and the Aug. 7 arrests netted 27 people, including Leilani A. Fuentes, 44, of Waynesville, and Nicholas J. Light, 20, of Richland, both of whom were arrested on separate Phelps County warrants for distributing, delivering, manufacturing, producing or possessing a controlled substance. None of the other people arrested so far have been from Pulaski County.

All are accused of being part of a loosely connected group of people from Phelps, Dent, Pulaski and Texas counties who were indicted by a grand jury through the work of the Phelps County Prosecutor prior to the mass arrests, and were arrested by joint teams including personnel from local sheriff’s offices from each of the affected counties.

• July 17 Phelps County warrant for distributing, delivering, manufacturing, producing or possessing a controlled substance as a prior persistent offender: Navin T. Ellinger, 38, of Rolla; Carlos R. Harris, 34, Rolla; and Benjamin R. Graham, 30, Rolla (four counts);

• July 17 Phelps County warrant for distributing, delivering, manufacturing, producing or possessing a controlled substance and delivery or manufacture of an imitation controlled substance: Rebecca Losing (Ray), 26, St. James (two counts controlled substance, one count imitation controlled substance); and Bryan J. Losing, 30, St. James (four counts controlled substance, one county imitation controlled substance).
